四川省**鼓励社会资本参与核电项目投资

8月4日，四川省**公布《四川省人民**关于创新重点领域投融资机制鼓励社会投资的实施意见》。意见明确，为充分激发市场主体活力和发展潜力，将生态环保、农业水利、市政设施、交通、能源设施、信息和民用空间设施、社会事业等七大重点领域向社会资本放开。其中明确提出，将引入社会资本参与核电项目投资。
 
能源基础设施投资鼓励社会资本参与
 
《意见》明确，在确保具备核电控股资质主体承担核安全责任前提下，引入社会资本参与核电项目投资，鼓励民间资本进入核电设备研制和核电服务领域。  上述内容仅是《意见》明确的鼓励社会资本参与电力建设的一个方面。围绕四川省重大工程建设推进情况，《意见》还明确，在做好生态环境保护、移民安置和确保工程安全前提下，通过业主招标等方式，鼓励社会资本投资常规水电站。鼓励社会资本投资建设风光电、生物质能等清洁能源项目和背压式热电联产机组，进入清洁高效煤电项目建设、燃煤电厂节能减排升级改造领域。规范市场配置水电资源方式和工作流程，通过市场方式选择项目业主。积极引导社会资本参与投资兴建有调节能力的水库电站，促进流域水能有效、合理开发。

同时，《意见》提出，鼓励社会资本参与电网建设。积极吸引社会资本投资建设跨区域输电通道、区域主干电网完善工程、大中城市配电网工程、分布式电源并网工程、水电及新能源发电并网工程、储能装置和电动汽车充换电设施。
 
“逐步放开非居民用天然气气源价格，落实页岩气、煤层气等非常规天然气价格市场化政策。”这也是此次《意见》中，明确“理顺能源价格机制方面”的一项重要内容。《意见》指出，推进天然气分布式能源冷、热、电价格市场化。完善可再生能源发电价格政策，适时调整完善燃煤发电机组环保电价政策。完善四川省水电上网电价定价机制，研究建立流域梯级效益补偿机制。实施统调公用燃煤发电机组电价补贴政策，完善水火替代发电交易市场。
 
在电力等13个行业推行环境污染第三方治理
 
《意见》提出，从林业管理体制改革，生态建设主体多元化，开展排污权、碳排放权交易试点等多个方面，创新生态环保投融资机制。其中，第三方治理机构在环境污染治理中的作用将更为显著。
 
《意见》明确，在电力、钢铁、水泥、冶金、化工、石化、建材、造纸、酿造、制药、纺织、制革、采矿等重点行业、区域、流域以及开发区（工业园区）污染治理等13个领域，推行环境污染第三方治理，通过委托治理服务、托管运营服务等方式，由排污企业付费购买专业环境服务公司的治污减排服务。在污染治理、生态保护等领域推广**和社会资本合作（PPP）模式，创新污染治理和生态保护资金投入机制，同时推动环保产业发展。改革生态环境基础设施运营管理模式，建立吸引社会资本投入生态环境保护的市场化机制。此外，四川将建立资源有偿使用制度、改革生态环境基础设施运营管理、推行合同能源环境管理、培育第三方审核机构。这也是可供民间资本选择进入的领域。
 
《意见》还明确，将依托四川联合环境交易所搭建西部碳交易市场平台，建立完善西部碳交易制度体系。探索建立节能量、排污权和碳排放权等市场化交易机制，建设辐射西部其他省份的区域性节能量、碳减排、排污权交易中心。
